Isn't it both cheating and illegal?

Is your museum cheating
    when it manufactures shards?
Is your opponent cheating
    if he's peeking at your cards?
Is Lloyd's computer cheating
    when it learns how much you'll pay
For what and for how many
    and by which given day?

Why's intercepting orders
    and then jumping in ahead
Allowed by stock exchanges?
    To eliminate the spread?
By buying at your bidding price,
    then selling at your max,
Won't it guarantee a profit
    for big cheats like Goldman Sachs?
