Who is BP blaming for its leaky well casings?

"Damn Browne and his casings. He's come back to haunt us.
They can't take the pressure when something goes wrong.
We're still being jinxed by Lord Brownie of Madingley.
If something goes well here, it won't last for long.

" Lord Brownie insisted we had to cut corners,
And buy and do all that we could on the cheap.
He couldn't care less if disasters resulted.
Whatever he sowed he made someone else reap.

"That's been our culture and regrettably is.
Our only concern with the spill's been the cost.
Why bother to use our new tight-fitting cap
As long as Ken Salazar's fingers were crossed,

"Hoping and praying our well would dry up
Before he was forced to consider new rules
That might impinge on his "energy lifleline,"
That big one pecent that heats Trump's swimming pools."
