Each fuels the other. So which usually comes first?

From within their DC bureaucracy.
How big a staff do desk generals need
To every two hours help the boss take a pee?

As the number of personnel on active duty
Shrinks by a third, we're plagued by "brass creep."
One hundred more top brass since 9/11
At one hundred and eighty thou per year isn't cheap.

One hundred and eighty-six three and four stars
Cost one million a year in salaries, bennies and staff.
"The nation is getting great returns on its money…"
Only if Gates cuts their numbers in half.
